Oregon adopts its building codes at the state level, and every city and county must enforce them. Commercial and larger buildings follow the 2025 Oregon Structural Specialty Code, based on the 2024 International Building Code, effective October 1, 2025 and mandatory since April 1, 2026 after a six-month phase-in.
