Do I need a permit for a mezzanine?

Yes in almost every case, even for a prefabricated system. The jurisdiction wants stamped structural design plus egress and guard details, because it is effectively a new floor level.

Can the mezzanine sit on the existing slab?

Sometimes, but not usually without checking. Column loads are concentrated and typical slabs are not designed for them. We verify and add footings where required rather than assuming.

Does a prefab mezzanine kit still need engineering?

Usually yes. The supplier designs the kit, but the jurisdiction still wants a licensed engineer to confirm the foundation, anchorage and how it works with your specific building.
