Maryland's Building Performance Standards require every county and city to enforce the same model codes: currently the 2021 International Building, Residential and Energy Conservation Codes, adopted by the state on May 29, 2023 and enforced locally since May 29, 2024, with each jurisdiction adding its own amendments. The state has proposed moving to the 2024 editions; the draft rules were published June 26, 2026 and had not taken effect at our last check.

  • ✓ A move to the 2024 codes is in progress. Once the state adopts them, local jurisdictions have up to 12 months to follow, so confirm the edition your jurisdiction enforces when you submit.
  • ✓ Buildings owned by the state follow a separate Maryland Performance Code rather than the local standards.
